United Kingdom - ‘SUGAR TAX’ TO TACKLE CHILDHOOD OBESITYBritish lawmakers ramped up pressure on the government Monday to levy a 20 percent tax on sugary drinks following the publication of a hardhitting report that links childhood obesity to the easy availability of unhealthy foods. The government has refused to approve such a tax in the past. U.K.’s parliamentary health committee noted that measures to “improve food environment” must be used to tackle childhood obesity and called for strong controls on price promotions of unhealthy food and drinks like sugary sodas. The report also stated that a quarter of all children from poor families are obese by the time they leave primary school - double the rate among children from the most affluent households.

The report also pointed to evidence from Mexico, which introduced a 10 percent tax on sugar-sweetened drinks in 2013 and saw a 6 percent reduction in their consumption.

The call for higher taxes on sugary drinks gained ground with policymakers after British celebrity chef and author Jamie Oliver launched a petition for such a tax earlier this year. At the same time, an alliance of 19 health organizations, which included medical colleges, public health organizations and charities, also launched the Obesity Stakeholder Group to lobby for change.

However, the beverage industry has argued that such a tax would hit poor families the hardest, and complained that lawmakers had “swallowed” the lobbyists’ agenda. “It’s disappointing that the committee has missed its chance to add a robustly independent voice to the obesity debate,” Ian Wright, director general of Britain’s Food and Drink Federation, told Reuters.

영국 하원의 보건위원회는 어린이 비만을 막으려면 ‘식품 환경’을 개선하는 조치가 반드시 필요하다며 설탕이 함유된 탄산음료 등 건강에 해로운 식품과 음료의 가격 할인 광고를 엄격하게 규제할 것을 촉구했다. 보고서는 또 빈곤층 가정의 어린이 중 4분의 1이 초등학교를 졸업할 때 비만이 된다고 지적했다(부유층 어린이의 2배다).

보고서는 멕시코의 사례를 들었다. 2013년 멕시코 정부가 설탕 함유 음료에 설탕세 10%를 부과하자 그런 음료 소비가 6% 줄었다.

영국의 유명 요리사이자 저술가인 제이미 올리버가 올해 초 설탕세 도입 촉구 운동을 벌이면서 정책 입안자들 사이에서 설탕 함유 음료에 더 높은 세금을 부과하는 문제가 진지하게 검토되고 있다. 아울러 의과대학, 공중보건 기관, 자선단체 등 19개 기관도 ‘비만 주주 그룹’을 결성해 변화를 촉구하는 로비에 들어갔다.

그러나 음료업계는 그런 세금이 빈민층 가구에 가장 큰 타격을 준다며 의회가 로비스트들의 주장을 그대로 믿는다고 불평했다. 영국 식품음료연합의 이언 라이트 사무총장은 로이터 통신에 “하원 보건위원회가 비만 문제 논의에서 건전한 독립적인 목소리를 듣지 않아 실망스럽다”고 말했다.
