The New Year in Germany has brought rising tensions between refugees and native Germans, despite Chancellor Angela Merkel’s call for solidarity with those fleeing persecution.

Attacks on women on December 31, 2015, perpetrated by men described as being of Arab or North African descent have been highlighted by anti-immigrant groups and right-wing politicians. During the attacks in the German city of Cologne groups of drunk and aggressive men reportedly groped and stole from some of the revelers. Women made at least 90 criminal complaints to police about harassment. Two women in Cologne have told police they were raped and many were groped, including a volunteer policewoman. About 1,000 men were reportedly involved.

In a New Year’s address before the alleged incidents, Merkel warned Germans not to turn against newcomers, saying: “It is important not to follow those who, with coldness or even hate in their hearts, want to claim Germanness solely for themselves and exclude others.”

But Stephan Mayer, interior affairs spokesman for Merkel’s ally party the Christian Social Union (CSU), said on Tuesday that it would be “fatal” to remain silent when such crimes came from those people “to whom we have granted a generous welcome in our country.”

Authorities are urging people not to assume the attackers are part of the influx of more than 1 million refugees who have arrived in Germany over the course of last year. The mayor of Cologne, Henriette Reker, told reporters: “It’s completely improper...to link a group that appeared to come from North Africa with the refugees.”

지난해 12월 31일 밤 새해 첫날로 넘어가는 순간 아랍계 또는 북아프리카계로 추정되는 남성 수백 명이 독일 여성을 공격했다. 그 사건으로 반이민 단체와 우익 정치인들이 들고 일어났다. 쾰른에선 술에 취한 남성들이 새해맞이 축제에 참가한 여성의 몸을 더듬고 물건을 빼앗았다. 경찰은 여성의 성추행 신고를 90건 이상 접수했다. 여성 2명은 경찰에 성폭행당했다고 신고했다. 자원봉사에 나선 여성 경관을 포함해 많은 여성이 성추행을 당했다. 남성 약 1000명이 공격에 가담한 것으로 알려졌다.

메르켈 총리는 그 직전의 신년 메시지에서 독일에 도착한 난민을 배척하지 말자고 촉구했다. “냉혹한 증오심을 갖고 자신만 독일인이라며 다른 사람을 배척하려는 사람을 따라선 안 된다.”

그러나 메르켈 총리의 연정 파트너인 기독사회당(CSU) 대변인 스테판 마이어는 지난 1월 5일 “독일이 관대한 마음으로 받아들인 사람들”이 그런 범죄를 저질렀다면 절대 침묵해선 안 된다고 말했다.

당국은 지난해 독일에 유입된 100만 명 이상의 난민 중 일부가 공격자들이라고 속단하지 말 것을 촉구했다. 헨리에테레커 쾰른 시장은 기자들에게 “북아프리카계로 보인다고 난민과 연관짓는 것은 지극히 부당하다”고 말했다.
